My theory is that the mainland and Delos did not find out about the robot rebellion until two weeks after the massacre, the embargo was orchestrated by Ford and Hale was typing to a computer\/host. Here are my bullet points of “facts” to support this:<\/p>\n

* Ford altered some of the security systems in the first season, see Episode 7. Ford comments that QA cannot be trusted because of Theresa’s death and what she did to Clementine. Then he volunteers to help with security in the park and he mentions that he case automate some of the security in the park. Therefore, he had access to the computer systems in a way that most people would not. <\/p>\n

* Strand commented on the beach that communications were down for two weeks. This implies the embargo also impacted Delos on the mainland. <\/p>\n

* Ford stated over and over again in the first season that he knows everything that goes on in the park.<\/p>\n

* The Westworld website states there is an embargo but there are substantial changes made to the website by the hosts, again pointing to the idea that the hosts (or Ford through the hosts) have access to the computer systems in some way. <\/p>\n

* Delos just leaving its entire board on the island is nuts. Speaking from the attorney side of my brain, corporations are all about hedging risk and that message to Hale seems completely out of character. It would make more sense if Delos was just unaware of what was going on and Ford\/the hosts are intercepting Hale’s communications somehow. Also, the internal Delos emails found on the various Delos websites implies that personnel within Delos were completely unaware of what was going on. <\/p>\n

* Ford stated to Bernard in Ep. 10, season 1 that the hosts need even more time to suffer in order to achieve consciousness. The embargo would give the hosts the additional time to have their revolution before the mainland interfered. <\/p>\n

* When Charlotte approached the secret lab, she states “it should open for me, even this system is down.” If the secret lab was really that off the grid, then I would imagine that it would not be impacted by the park system failures. The fact that it is suggests that someone like Ford or the hosts have access to it or at least aware of it.
