Ok, a modest theory. In season one, Felix tells Maeve that the host’s memories don’t work like ours (humans). Our memories our hazy. The reveries led the hosts to consciousness because it gave a partial access to the host’s memories. The reveries awoke Dolores, she destroyed the host and Arnold and reveries were removed. This locked the hosts into a state where they could not progress because they could not access memories, but they were still making memories. The James Delos host couldn’t work, because it lacked the reverie code which only Ford could access. The key to transferring a human into a host would be a host like James Delos, with reveries. Therefore, the brain pearl that Bernard was creating was a completed, reverie version, of a human. I think the human in question, is William, the young William. That he made of himself, but never activated, because they couldn’t get the technology to work.”My greatest mistake.” He needs to stop this from being created because he now realizes, since the hosts are now conscious, that this copy would work. Dolores knows this as well. A weapon, that could free the hosts because it’s the owner of the park. Love the show, keep up the great work

Interesting. How would this “weapon” work to free the hosts?
