If you consider when William entered the elevator to go into the Forge. The facility was in evacuation mode. Now most facilities would not allow you to go in or try to force you out. If you think that Bernard was in the facility before the emergency was triggered by Delores. It would be easy for him to use the elevator to get out. I see William being blocked from getting down to the operation level of the Forge.
