Elsie W/Bernard Is Charlotte?

I heard the theory that Elsie could actually be Charlotte with Bernard. I just wanted to say why I think that is likely bogus. You see Charlotte at the map when the train is coming in, then you are there with Elsie and Bernie when Elsie says, wtf, when she hears the explosion. So the only way I see it being possible is if all of this is on a loop and I’m not going there. Maybe I’m missing something but I wanted to throw that out there.
