Abandoned Floors in Westworld

Just listening to episode 18 of your Westworld podcasts.

You speak of not seeing a reason outside of a memorial, why they would abandon the floors.

A simple reason:
Would it not be possible that due to the park hemorrhaging money 30 years prior and collapsing, they were forced to downsize and consolidate on the upper levels?

I also suspect they simply were not needed after the improvements to manufacturing, streamlining and other upgrades over the years.
