I think the hosts at least some of them had achieved Consciousness before, perhaps even multiple times. It probably relates to the incident 30 years prior but also why they Dole out weapons privileges selectively and why they wipe their memories clean every day. It’s also probably why they keep them on a loop instead of having them wander around acting like real people who may spontaneously go off and do something different.

Any host that breaks their Loop is flagged and brought in just in case they started getting ideas. I think Fords Greyhound story is an analogy to when a host finally achieves consciousness but doesn’t know what to do with it. – Rick from Akron
